Summary:
Parking attendants, who issue fines, authorise car clamping and towing away, are probably the most hated people in London. John, an ex-bouncer and rugby forward, has the power to instantly tow away a car. It is very expensive to collect an impounded vehicle. Some of John's victims genuinely cannot pay. Others decide that the car is worth less than the fine, condemning their vehicle to the scrap heap.
