- In the words of its designer, US Secretary of State George C. Marshall, the Marshall Plan was directed against poverty, hunger, desperation and chaos. The plan was devised to rebuild Europe after WWII and involved offering billions of dollars in technical support and assistance to the war-ravaged continent. On April 3rd 1948, President Harry S. Truman signed the Marshall Plan into law, ensuring that the great cities of Europe, including Warsaw and Berlin, had the necessary funds to rebuild vital infrastructure.
