SNOW and FLOODS LASH BRITAIN - GERMANY Mild spring weather melts Alpine snows, adds torrential rains to the run-off, and the Rhine and Moselle Rivers overflow their banks. Army rescue crews paddle through the streets, and the Parliament Building in Bonn is menaced by rising waters. ENGLAND is nearly paralyzed by an overnight blizzard. Four foot drifts throw transportation into chaos. The nation. digs out, not only seriously inconvenienced but suffering heavy loss in property damage and man-hours lost. ARGENTINE ELECTIONS: Eight million Argentine voters go to the polls for the first truly free election in decades. With the support of exiled dictator Peron, Arturo Frondisi wins an overwhelming victory, but says he owes no political debt. RED TROOPS WITHDRAWN: Russia begins withdrawal of 41,000 troops from East Germany with a well-staged, well-publicized token ceremony in which a 500 man contingent is moved out. ANTI-U.S. DEMONSTRATION: British Communists and Fascists stage a demonstration against the presence of U.S. air bases and planned missile sites, drawing attention to growing neutralism in Britain. BUBBLES' BIRTHDAY: At Marineland, California, Bubbles the Whale celebrates her "birthday", actually her 1st anniversary of captivity, with a cake and a party at which she is the star entertainer. BASEBALL IN THE AIR! BASEBALL dominates the Florida scene, as diamond Stars begin their pre-season workouts. Visits to the spring camps of the Yankees, Dodgers, Cardinals, Tigers and White Sox show many old familiar faces, and some up-and-coming newcomers hard at work.
