PRESIDENT'S "STATE OF UNION" ADDRESS WASHINGTON, D.C. - In his State of the Union message before a joint session of the 83rd Congress, President Eisenhower expresses hope that an agreement may be reached with Russia on peaceful uses of the atom. $160,000 THEFT WASHINGTON, D.C. - One of the boldest robberies on record is staged with the theft of $160,000 in new twenty dollar bills from the Bureau of Printing and Engraving by an employee who substituted blank paper for the currency. But he's speedily apprehended by Secret Service men. "RED" GI RECANTS JAPAN - Claude Batchelor, first of 22 pro-Red Prisoners of War to renounce Communism, arrives in Tokyo, where he'll be interrogated at the Army hospital. He's tearfully welcomed by his Japanese wife. MAGSAYSAY TAKES OFFICE MANILA - Ramon Magsaysay, third president of the Philippine Republic takes the oath of office in a deliberately informal ceremony, wearing traditional pina shirt instead of cutaway, as thousands look on - the largest crowd ever to attend such a ceremony here. ROYAL WEDDING FRANCE - Two of the oldest royal families in Europe are united with the marriage of Archduke Robert of Austria and Princess Marguerite of Aosta, in ceremonies attended by throne emperors, kings, queens, and a host of lesser titled dignitaries. PANCHO VS PANCHO IN PRO TENNIS NEW YORK CITY - Big Pancho Gonzales meets Little Pancho Segura in pro tennis at Madison Square Garden - court play at its best, in which the legendary steadiness of Ecuadorian Segura fails to wear down the big Californian, who clinches victory with a sizzling service ace. GOLDEN GLOVES UNDER WAY NEW YORK CITY - Sub-novice battlers open the Golden Gloves, with enthusiasm making up for lack of polish in an evening of furious fisticuffs.
