But he's speedily apprehended by Secret Service men. "RED" GI RECANTS JAPAN - Claude Batchelor, first of 22 pro-Red Prisoners of War to renounce Communism, arrives in Tokyo, where he'll be interrogated at the Army hospital. He's tearfully welcomed by his Japanese wife. MAGSAYSAY TAKES OFFICE MANILA - Ramon Magsaysay, third president of the Philippine Republic takes the oath of office in a deliberately informal ceremony, wearing traditional pina shirt instead of cutaway, as thousands look on - the largest crowd ever to attend such a ceremony here.
