FRENCH RUSH TROOPS TO MEET RED INDO-CHINA DRIVE INDO CHINA - French and Vietnam forces conduct a scorched earth retreat, falling back for a last ditch defense of Luang-Prabang, capital of Laos, in the face of a savage Red drive. Meanwhile, French reinforcements are rushed in by air and sea - and French ask for more United States material - vital in this war of attrition, where transport can be decisive. WASHINGTON, D.C. - In response to French pleas, transport planes and 200 United States ground force technicians are dispatched on a non-combatant basis. Defense Secretary Charles Wilson explains the move, as fear of another Korea is voiced. UNITED NATIONS TROOPS SALUTE DEPARTING INDIANS KOREA - India's General Kodandera Subayya Thimayya reviews United States 8th Army troops prior to the departure of his command for India, their job as custodial forces for Prisoners of War completed after five stormy months. AIR FORCE GETS 500TH SKY TANKER SEATTLE - The United States Air Force takes delivery of its 500th "Stratofreighter," the giant cargo plane that has won fame as an aerial tanker, refueling bombers in mid-air to extend their striking range indefinitely. CARNIVAL DAYS DRAW NEAR ITALY - As the famous Viareggio Carnival draws near, craftsmen begin work on the huge comic effigies that are the highlights of each year's parade. The secrets of the huge images construction - rolling eyes and all - are shown. GASPARILLA'S GOLDEN JUBILEE FLORIDA - For the fiftieth year, the jolly invasion of Tampa by the pirate crew of Gasparilla is on - bigger and more festive than ever as the city sets a full week aside to mark the golden jubilee of the yearly carnival. SPORTS WESTMINSTER DOG SHOW NEW YORK - The 74th Annual Westminster Kennel Club with 2572 entries representing 106 breeds draws the eyes of dog lovers across the nation. Best in show award goes to Champion Carmor Rise and Shine, a huff-colored Cocker Spaniel. DIVING CHAMPS [CHAMPIONS] SHOW FORM CALIFORNIA - In Palm Springs, Joaquin Capilla, Mexican diving champ, and Pat McCormick, Olympic women's champ show their form with a thrilling variety of dives. Comedy by a group of aqua-clowns ends the exhibition with a laugh.
