Pennsylvania and the New England States face the danger of major floods with the spring thaws. MIKE TODD DIES: The crash of the private plane of impresario Mike Todd cuts short one of the most spectacular, flamboyant careers of our day. QUEEN MOTHER: Britain's Queen Mother is hailed in London's venerable Guildhall on her return from a marathon trip that took her around the world. POODLE PARADE: Primping pooches, oops! - purebreds, prepare for the national competition of the Canadian Poodle Association, tops in our northern neighbors' dogdom. MISS PRESS PHOTOGRAPHER: A sure sign of spring! Bevies of bathing-suited beauties, vying for the title of Queen of the New York Press Photographers ROCK-A-BILLY: Not rock-a-bye. Rock-A-Billy, a wild cavorting cross between American rock 'n roll and hillbilly music, knocks Japanese teen-agers out. SPORTS WILDCATS WIN NATIONAL COLLEGIATE ATHLETIC ASSOCIATION HOOP CHAMPIONSHIP: In Louisville, the Kentucky Wildcats upset favored Seattle to win their first collegiate basketball championship in 8 years. A thrill-packed session on the boards, with the Wildcats' ace, Hatton, scoring 30 points.........
