WINSTON CHURCHILL'S paintings go on exhibition in the Smithsonian Institute. The amateur painter's showing is opened by another well-known amateur artist, President Dwight D. Eisenhower RUSSO-GERMAN TRADE PACT: On the first visit of a top Soviet leader to West Germany, Deputy Premier Mikoyan signs agreement that will double trade between the two nations. TRACK THRILLS AT PENN RELAYS In Philadelphia, an all-time record crowd sees sensational track performances at the 64th Penn Relays. In the 100-yard dash, Dave Sime edges out a victory.
