This report analyzes the influence of Soviet Foreign Minister Eduard Shevardnadze and the Ministry of Foreign Affairs (MFA) on the formulation and implementation of Soviet national security policy. It discusses how Shevardnadze, an adviser close to President Gorbachev and a member of the Defense Council, has evolved from a fairly traditional supporter of the Soviet defense establishment into one of its harshest critics.
