- Summary:
- TSAR is a complex Monte Carlo simulation of a system of interdependent theater airbases that has been designed for analyzing the interrelations among on-base resources and the capability of the airbases to generate aircraft sorties in a dynamic, rapidly evolving wartime environment. On-equipment maintenance tasks, parts and equipment repair jobs, munitions assembly, and facility repair tasks are simulated for each of several airbases. Asset accounting for each of 11 classes of resources, and for each type within each class, permits assessment of a broad range of policy options that could improve the efficiency of resource utilization on a theaterwide basis. This report first introduces the reader to the scope of the TSAR simulation and to each of the activities that are represented in the simulation. The remainder of the report presents a series of comprehensive discussions of TSAR's logic for each of the types of events simulated.
