Summary:
This report, in briefing format, identifies strategies for improving the Army's environmental protection program while recognizing the inherent difficulties. As it moves forward to meet regulatory and broader policy goals, the Army must ask how it can build a more efficient and effective environmental program and how can it chart and measure its progress toward both external and internal requirements. The report looks at how the Army's organization and culture influence environmental operations and what choices and tradeoffs might be made to better respond to new requirements. The "different drummers" referred to in the title are the widely varying institutions, cultures, and obligations that influence the Army's military and environmental missions. A model of organizational behavior is used to track institutional culture, structure, procedures and resources (including funding and personnel). The study should be of interest of those concerned with Army installation management and the problem of federal facility compliance.
