- Charlene Jones, the Director of Human Resources for a large urban transit organization, knew there was a big problem. She had recently received the training outcome data for the past three years confirming that the recent classes of transit operator trainees failed the training (or withdrew) at a rate of 31.7%. This rate was three times the industry average (about 10%). With the cost to train estimated at approximately USD 14,000 per trainee, and about 250 trainees participating in training annually, the cost of training failures had reached significant levels (approximately USD 1.11M dollars annually). Although Ms. Jones recognized that she had a problem and would need to advise her manager, she was unsure what to do. The purpose of this case is to assist Ms. Jones in diagnosing and solving the high training failure rate for transit operator trainees in her organization by investigating the role of trainee characteristics and training program details.
