Concerns Pitt's offer of a regency to the Prince of Wales, occasioned by George III's illness.
The reply, sometimes attributed to Sheridan, is in fact most probably by Edmund Burke (cf. Todd, 'A bibliography of Edmund Burke', p.274).
This edition was probably privately printed for distribution to the members of both Houses of Parliament.
