Overture As to the elections of representatives of the nobility and burrows, it is propos'd, that the same should be by dividing the nobility in four rolls or classes, each class containing 34, which 34, choosing four of their number, and so make up 16. And in respect that there are 16 scots peers who have neither estates nor residence in Scotland; it's propos'd, that 4 of these be given to every class; so that there are 30 residenters and 4 non-residents in every class. ...
