"The signatories of the Convention of Saint-Germain-en-Laye of 1919 [to revise the General act of Berlin of 1885 and the General act and] Declaration of Brussels of 1890 ... desiring to complete and extend the work accomplished" have, through their plenipotentiaries, made this Convention, which may be preliminary to a "general convention with regard to the slave trade"--p. 2-3.
"The present convention will remain open for signature by states members of the League of Nations until April 1st, 1927"--p. 4.
