- Description: Draft copy. Discusses the fact that, although efforts were made to widely advertise the school upon opening, more middle class scholars had enrolled, rather than the poorer classes as the school was intended for. As a result of this, he states that the range of subjects taught needed to be widened, and the number of Masters increased to match the Grammar school ratio of 1 for every 25 boys. Proposes adopting a principle used in public schools where only a certain number are admitted at a lower fee and the remainder of fees are raised, provided that non of the existing scholars at the school are required to pay the increased fee.
