Summary:
The author closely examines the "underdevelopment" problem of Ottoman agricultural laborers and capitalists, who could not get rid of traditional structures in the agricultural development process. The author presents the thesis that Ottoman grain production (wheat in particular), which was criticized from a condescending perspective as "traditional" and "primitive", underwent a limited but long-term development, even if it appeared to remain relatively static.
