From a variety of departments including: messages of the Governor; report of the board of visitors of the Virginia Military Institute; report relative to the returns of elections; papers relative to the recent call for slaves to work on fortifications; report of the editor of public accounts; report of the board of public works; report of the superintendent of the penitentiary; report of purchases of raw materials for the penitentiary; report on public library; the transmission of documents from Georgia; reports from General Cooper and Dimmock; report on abolishing the office of paymaster; communication from the auditing board on clothing; report on banking and currency; report on taxes; and report on contested election in Halifax County. They cover the special legislative session beginning 7 September 1863 and the second regular legislative session of 7 December 1863.
