Documents the construction of Richard Allen Homes, a low cost housing project bounded by Fairmount, Poplar, 9th and 12th Streets in Philadelphia. Shows demolition of sub-standard housing, the groundbreaking ceremony, a Philadelphia Housing Authority inspection after completion, and several aerial views of the project. Also illustrates applicants signing leases. Highlights black families.
