- Documents meetings of Philadelphia's Council of Defense at the mayor's office in City Hall. Portrays testimony regarding coal for homes and fair rent. Also depicts meetings regarding air raid drills and wardens. Shows the telephone exchange at the control center at 55th and Pine Streets. Illustrates rescue trucks, ambulances, the opening of an emergency hospital and other emergency services. Highlights volunteers serving as messengers, governesses, and nurses aids in order to further the cause. Shows contributions of clothing. Includes Philadelphia Convention and Tourist Bureau meeting regarding defense transportation. Oversize shows Awbury Park Garden volunteers.
