Description: President and Mrs. Nixon visit to Chequers and talks with the Prime Minister. The Foreign and Commonwealth Secretary, Sir Alec Douglas-Home and the Secretary of State for Defence will have talks with Secretary William P. Rogers. Ambassador Walter H. Annenberg, Dr. Kissinger and Mr. Sonnenfeldt of the White House and Martin J Hillenbrand the Assistant Secretary for European Affairs in the State Department will be expected to accompany the President. Briefs which discuss the purposes of the President's visit which suggest that it is to fulfil longstanding invitations, to demonstrate concern for situation in the Mediterranean and the growing level of Soviet naval activity there and because of domestic electoral considerations. Nixon regarded the Conservative Government led by Heath as a more natural ally of a Republican Administration. Because of limited time for talks between Nixon and Heath the main objectives will probably be to start establishing a close personal relationship as well as discuss the domestic pressures for cuts in US forces in Europe and how the Europeans might take on a greater share of the burden of defence of Europe. A list of subjects that Heath may wish to discuss include the UK economy, UK European policies, growing concern with the rising tide of protectionism in the US, NATO with reference to burden-sharing, East-West relations with reference to West German Ostpolitik and Berlin, SALT, Indo-China, North Ireland and finally the Middle East.
