" ... it appears, that the aggregate exports of Philadelphia in 1796, were forty per cent. more than those of New York ... now they are forty-five per cent less. ... the domestic exports of New York are above three-fold those of Philadelphia ... although we freely admit that the city of New York possesses advantages over Philadelphia, in the easy access to her port at all seasons of the year ... it is scarcely possible to doubt that a large portion of her immense superiority of exports, is due to the extraordinary enterprize and energy displayed by her legislature...
