Summary:

Like with almost every other conference or workshop held in 2020, HotNets has had its fair share of "firsts" this year. The ongoing COVID-19 pandemic has not only made it necessary that the workshop be held in a virtual format, it also led to the PC meeting being conducted over video conference instead of the usual in-person meeting. While we had advanced the submission deadline to June because our original plan was to collocate the PC meeting with the SIGCOMM conference in mid-August, we decided to stick broadly with this timeline despite going virtual. However, given of the challenges faced by many on account of the pandemic and in view of the protests against systemic racism in parts of the world over the summer, we chose to extend the paper submission deadline by roughly two weeks. Despite all of this, we are pleased that we have the largest program ever at HotNets, with 30 accepted papers. HotNets 2020 received 121 submissions, in line with the typical count in the past and sharply higher than that last year. These submissions were reviewed by 18 PC members (whom we recruited with an eye to maximizing diversity along multiple dimensions: gender, location, seniority, academia vs. industry) and 33 external reviewers. We chose to enlist more external reviewers than usual, both to ensure appropriate technical expertise for reviewing and to lighten the load on PC members, many of whom were saddled with a greater load in their personal lives during these challenging times. Reviewing was double blind, as is the norm, and was largely carried out over two rounds followed by a round of online discussion, although a handful of papers received additional reviews in a third round shortly before the PC meeting. 72 papers were advanced to the second round, of which 43 were discussed at the PC meeting held over two halfdays to cater to the many time zones spanned by the PC members.
