This is a manuscript of a prayer recited during drought, recited in public during the chazzan's repetition of the Amidah. Item originated in Italy, likely south Italy, during the middle of the 19th century. Written in three paragraphs (recto) and two columns (verso); written in an Italian square script. Wood stamped border (recto); instructions inside drawn flourishes; columns separated by parallel dot patterns (verso).
