Encloses copy of a despatch from the American Ambassador in London in regard to the restriction on the movement of labourers from Barbados to Colon. States that the Ambassador (Mr Joseph H Choate) understands that the Governor of Barbados is prohibiting the emigration and seeks confirmation that this is true.
