When the watchwords are to rationalize benefits, make efficient management decisions and reduce costs, it is important to know, first of all, which tasks each level of Administration will be responsible for and which instruments it can have for the respective financing. We know that the costs of building the city have been moving for a long time on private land, under regimes that define land use under a conception of the social function of property and with their own instruments to guarantee equality in the face of public burdens, in addition to the rules of urban management and urbanization and building, which they leave much of the construction of the city in charge of the private sector.
