- 依托项目:教育部人文社会科学重点研究基地重大项目:西北地区后贫困时期农村金融创新路径与模式研究(项目号:17JJD790016)我国近期提出在2020年以前消除贫困人口.但是毋容置疑,即使贫困群体家庭收入越过贫困线,贫困地区仍有可能继续存在生计脆弱性,对生产资源占有匮乏等因素.将贫困地区农村超越贫困线之后仍然存在的"发展的贫困"或者"机会贫困"的境况可以概括为"后贫困"时期.后贫困时期农村将面临:第一,原有贫困农村家庭,群体所依托的产业发展仍具有不确定性;第二,部分家庭处于向城市市民过渡的不确定过程;第三,进城务工挣取收入由于第二,三产业周期变动而具有不确定性;第四,农村劳动力的人力资本存量决定了其职业具有不确定性.上述不确定因素导致越过贫困线的贫困人口可能返贫或将长期处于低收入境况.农村金融改革创新须直面进入后贫困时期农村所面临的问题.立基于对西北贫困地区农村的实际调研,科学认识后贫困时期农村金融创新的路径,模式选择,对促进农村金融体系支持农业转型升级,改善金融资本与潜在生产要素结合,最终推动农村经济社会全面发展具有重要意义.
