While all sources agree Leoline Jenkins wrote at least one letter to the King on this subject, some sources feel this particular letter signed with a pseudonym is really by Jenkins (compare McAlpin Cat. and Wing) and others feel Philanax Verax is a separate person (compare BM and UCB Author-title Cat.)
