Born in Salem, New Jersey and raised in Philadelphia. Brewster became a lawyer and politician in New Jersey. He served as Attorny General of the United States from 1881 to 1885.

A letter dated April 2, 1858 from Brewster to President of the United States, James Buchanan regarding the appointment of John Cadwalader to a District Court Judge. Brewster recommended Cadwalader to President Buchanan.
