Summary:
A frank account of the 27th Congress of the Communist Party of the Soviet Union held in February 1986, where Gorbachev introduced the policy of glasnost. From the context of the speech, it is clear that Gorbachev was concerned with internal affairs rather than external barriers. He speaks of the need to tackle bureaucratic principles, to use openness and publicity, and to check abuses on authority. He also introduced the term perestroika (or, restructuring) which has been applied to the reform programme he wished to apply into Soviet social and economic life.
