Summary:
Feature on the rights of Soviet citizens to free education and vocational training according to the new Soviet Constitution. The film addresses the role of the state in providing free education and facilities for children and youth in the USSR. Footage includes celebrations for children starting their first day of school, special schools for children with ill health, and Young Pioneer houses where children are able to cultivate hobbies. High-school education, vocational training, agricultural and technical schools and universities are also depicted, with an emphasis on the choice and availability of different forms of education for young people in relation to their chosen career paths.
