Summary:
Since the City of Eaton's incorporation 12 years ago, Montgomery County had managed its water system. In April, the county requested that the city be ready to administer the water system on its own as of July 1 of the next calendar year. Mona, the city manager, has prepared a case for which water vendor the city should contract. However, she soon found herself facing an ethical dilemma centered on a conflict with the mayor.
