- A summary is provided of the changes implemented by Kathy Cloninger since becoming CEO of the Girl Scouts of America in 2003. Cloninger determined that the delivery of programs was fragmented and that the quality of the experience being provided to girls and volunteers was uneven across the country. Population trends were creating disparities at the local level, with some councils able to fund innovative programs and others struggling to serve their dwindling memberships with inadequate resources. Cloninger determined that incremental changes would not be sufficient and that the 90-year-old organization needed transformation.
