Summary:
This case concerns the long standing mandatory turnover Five-Year Rule in the Peace Corps. The central question of the case asks whether it should be adopted as Human Resources Policy in a new social entrepreneurship start-up. In an era when long-term job tenure is fast becoming an artifact of the past, this case addresses the merits of a policy of intentional turnover. The case contains a brief case narrative of a fictional social entrepreneurship start-up, actual Peace Corps data, and additional briefing documents to help students decide whether or not to endorse the Five-Year Rule as a policy option. Additional data points include a Peace Corps timeline, comparative turnover rates, and staffing figures.
