- On November 12, 2014, Dr. H. S. Patel, In-charge Principal, Government Engineering College, Patan (GEC), was taking stock of the follow-up action taken by his college after a few faculty members had attended two executive development programmes at the Indian Institute of Management Ahmedabad (IIMA) with sponsorship from TEQIP-II (Technical Education Quality Improvement Programme, II), Government of Gujarat. One of the participants, Professor A. M. Haque of Lukhdhirji Engineering College, Morbi, summed up the task regarding the challenges posed by the many constraints that the colleges faced: "Forcing the organization to make more innovative uses of its resources; doing more with less; creating a sense of urgency; equipping our employees with skills; moving from one challenge to another challenge; facing the challenge posed by rules and regulations." Three colleges then agreed to do some follow-up work over a period of six months on tackling the constraints. It was in this context that Dr. H. S. Patel was taking stock of the follow-up work at GEC Patan. His term as In-charge Principal was about to end; a new person had been appointed and he would be handing over charge in a weeks time.
