It was a hot evening in April 2015 and Anand Agrawal (Principal Secretary for Agriculture, Government of Uttar Pradesh) was in his office preparing for an important meeting with the Minister of Agriculture about the distribution of seed subsidies. All the major hybrid seed manufacturing companies, including Monsanto, Bayer, DuPont, Syngenta, Tata, and JK, had expressed their unwillingness to participate in the tenders that were being floated by the Uttar Pradesh Seed Corporation, thereby threatening the distribution of subsidized hybrid seeds for the coming monsoon (or Kharif) agricultural season.
