- El 2 de mareo de 1988 el Presidente del Perú promulgó la ley 24798 que creó la Región Grau, la primera región en América Latina configurada como una entidad territorial con personalidad jurídica de derecho público dotada de autonomía. Puede preverse un fuerte efecto de demostración sobre otros países en que la descentralización (territorial) ocupa un lugar importante en el discurso y el proyecto políticos.
