"The Ministry for Empowerment, Social Welfare, Youth, Women and Children (MESWYWC) convened, in May 2012, the Child Justice Working Group ... specifically mandated to develop recommendations and strategy for reform of the child justice system and the operationalization of the Children's Act [2011]. In order to provide a detailed qualitative baseline analysis concerning the existing situation of children within the justice system and to inform the development of this reform strategy, the Ministry, in collaboration with UNICEF, initiated a comprehensive assessment of the child justice system in Zanzibar. ... The report deals with the role of the child protection system in delivering justice for children and also seeks to capture children's views on access to justice in Zanzibar through the facilitation of a child consultation programme that was undertaken by Save the Children."--Page v.
