- Examines historical development of SBA and Department of Commerce small business management and technical assistance training programs; describes their current structures, operations, and budgets; and assesses their administration, oversight, and measures used to determine their effectiveness. Reviews several bills introduced during the 14th Congresses that would have authorized changes to SBA management and technical assistance training programs in an effort to improve their performance and oversight, including S. 2126, the Women's Small Business Ownership Act of 2015, to increase funding for women's business centers; H.R. 2670 and S. 1857, the Microloan Modernization Act of 2015, to require SBA Administrator to establish a rule enabling intermediaries to apply for a waiver to the requirement that no more than 25 percent of Microloan technical assistance grant funds may be used to provide technical assistance to prospective borrowers; and H.R. 207 and S. 999, the Small Business Development Centers Improvement Act of 2015, to require the SBA to only use authorized entrepreneurial development programs to provide various entrepreneurial services.
