Summary:
Provides background on internal armed conflict in Colombia and profiles key players, in light of current round of formal peace talks between Colombian Government and the Revolutionary Armed Forces of Colombia (FARC) to attempt to bring an end to the longstanding insurgency that has lasted since 1964. Analyzes prior negotiations with FARC and lessons learned from those efforts that apply to the current round of talks. Examines what has transpired in current talks between FARC and the Santos administration. Addresses constraints that could limit the success of peace talks, and looks at prospects for current negotiations. Discusses potential U.S. policy implications, and identifies issues the 114th Congress may consider contingent upon the terms of any peace agreement, if any agreement is reached.
