- Provides overview of high-ranking executive branch "advice and consent" positions, presidentially appointed positions that require the advice and consent of the Senate. Explains three distinct stages that comprise the advice and consent process, including selection and nomination, Senate consideration, and appointment. Discusses recess appointments and other options available to Presidents for temporarily filling vacant advice and consent positions. Examines certain types of statutory provisions that Congress has applied selectively to specific advice and consent positions in the executive branch, including qualifications for officeholders, fixed terms of office, limitations on presidential removal, appointment and removal of chairs, and holdover provisions.
