- Provides background on drought conditions in western States, the Central Valley Project (CVP) in California, and State Water Project and Bay-Delta pumping operations. Summarizes S. 1894, the California Emergency Drought Relief Act of 2015, to implement emergency CVP operations to increase water supplies to address drought conditions, to protect fish and wildlife in the CVP region, promote long-term Federal investment in water projects, and to authorize new project financing mechanisms and additional funding for the Bureau of Reclamation projects.
