- Explains concept of regulatory burden and the different ways it can be manifested, provides definition of a small bank, and discusses bank regulation. Examines characteristics determining the regulatory burden facing a bank. Analyzes whether small banks are relatively more financially burdened by regulation than large banks, by comparing the relative treatment of small and large banks in recent major regulatory proposals. Evaluates rationales for reducing the regulatory burden on small banks relative to large banks, policy approaches to do so, and potential consequences on other market participants of providing relief to small banks.
