Examines issues and concerns regarding animal welfare standards at Federal research facilities, in light of Jan. 19, 2015, New York Times expose of research activities at the Roman L. Hruska U.S. Meat Animal Research Center located near Clay Center, Nebr., overseen by the Agricultural Research Service (ARS). Details the Animal Welfare Act, which governs the welfare of animals used in laboratory research; and explains how ARS humane animal care policy covers farm animals. Describes USDA establishment of the Animal Handling and Welfare Review Panel, which was charged with reporting on ARS agency-wide research animal care and well-being policies; and summarizes its findings and recommendations. Reviews public response to the Review Panel report and subsequent Congressional activity.
