- Summarizes statutory authority of intelligence officials to issue national security letters (NSLs) to compel certain types of service providers to produce records of their customers and other items relevant to terrorism investigations. Provides background on NSLs, reviews 109th Congress amendments to NSL statutes, addresses NSLs in court, presents comparison of NSL attributes, and reviews Department of Justice Inspector General report on FBI use of NSLs. Summarizes recommendations of the Review Group on Intelligence and Communications Technologies recently established by President Obama, in wake of leaks relating to NSA purported bulk meta-data collection program. Discusses how the USA FREEDOM Act addresses judicially perceived NSL shortcomings, and presents comparison of NSL attributes.
