Provides an overview of the UN-monitored "oil-for-food" program under which Iraq may export oil to finance food purchases to provide humanitarian relief to the Iraqi people, while ensuring that all Iraqi oil revenues earned under the program are held in a UN-controlled escrow account and cannot be accessed by the Iraq Government.
