- Addresses Congressional debate regarding future of Alaska oil development in Arctic National Wildlife Refuge, also called 1002 area, and ways to limit environmental impact of development, or "footprints." Considers current and planned development at Alpine complex concerning gravel and pipeline structures, discusses advanced energy development on North Slope, identifies physical differences between 1002 area and developed areas of North Slope, and examines how differences may impact infrastructure of natural environment. Reviews modern technology currently used and addresses issues relating to future reliance on ice technology.
