Summary:
Provides background on the Foreign Sovereign Immunities Act of 1996, which allows U.S. victims of terrorism to sue certain states responsible for terrorist act. Discusses the evolution of the terrorist state exception and subsequent amendments regarding payment of the judgments, and sets forth the policy and legal arguments that have been made for and against the issue. Lists the cases covered, payments made, and assets frozen under provisions of the Victims of Trafficking and Violence Protection Act of 2000 that authorized victims of terrorism to collect monetary damages awarded in U.S. court judgments against Cuba and Iran from assets that are frozen and held by the U.S Government.
