- Describes major provisions of H.R. 1, the Medicare prescription drug and reform conference agreement, to create an outpatient prescription drug benefit for Medicare beneficiaries and institute miscellaneous reforms in the Medicare program. Explains provisions regarding establishment of a voluntary prescription drug benefit program and a Medicare prescription drug discount card, the Medicare Advantage program, cost containment, and administration of Medicare Part C and Part D. Examines appeals, regulatory, and contracting provisions of the agreement; provisions affecting Medicare fee-for-service program payments, demonstration projects, beneficiary cost-sharing amounts, and covered benefits; provisions changing beneficiary cost-sharing responsibilities in fee-for-service; Medicaid and miscellaneous provisions; and tax incentives for health and retirement security.
