Examines several years of CBO projections of Medicare spending, and discusses factors that contribute to re-estimates. Addresses reasons for projection shifts, including economic factors, efforts to reduce fraud and abuse, actual 1998-2002 spending, and passage of the Balanced Budget Refinement Act of 1999 and the Medicare, Medicaid, and SCHIP Benefits Improvement Protection Act of 2000.
