- Reviews key policy issues and legislative action relating to the admission of foreign students into and presence of foreign students in the U.S., in light of the involvement of several terrorists who held student visas in the Sept. 11, 2001, terrorist attacks on the U.S. Discusses foreign student visas, trends and characteristics, monitoring of foreign students, and current issues, including strengthening background checks, expanding reporting requirements, increasing enforcement at vocational schools, and ensuring that INS implements related laws and policies. Also surveys related legislation, including the Enhanced Border Security and Visa Entry Reform Act and the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT) Act.
